Estimates from Larry Fleming of the costs of Eagles' & Habitat and Remediation Work

 

PHASE ONE

Installation of a mulched walking path leading to a ground level eagles nest observation area.

Camouflaging the observation area with 15 seven gallon Walters Viburnum. Installation of a

temporary irrigation system to water the Viburnum. Treat an area of approximately 10,000

square feet with an approved herbicide to eliminate most strangler vines and poison ivy. Retreat

the same area about a month later to assure good results.

 

THE COST OF PHASE ONE WILL BE EXACTLY $4,650 IF LMA DECIDES TO PROCEED,

WHICH THEY HAVE NOT AS THIS IS WRITTEN. $4,650 equates to $6.62 PER LANDINGS

HOUSEHOLD. NO COUNTY MONEY IS AVAILABLE FOR PHASE ONE.

 

PHASE TWO

Removal of most noxious vegetation in accord with county and state guidelines, leaving some

stands in place temporarily to provide a privacy shield for homeowners until new plantings

mature. Replace removed “exotics” with oak trees, pine trees, Wax Myrtle and other native

Florida plants. In all, about 260 trees and shrubs would be planted.

 

In my opinion, phase two should be completed over a two year period. Three bids should be

obtained for both the removal and replanting. Thus far, only one bid has been received for

removal and one bid for replanting. Costs shown below are based on these two bids. Actual

costs could be lower if lower bids are received, or higher if we accept a high bid due to

confidence in the abilities of the bidder. All work done in phase two would be potentially eligible

for a county matching grant, assuming threats of lawsuits subside. Based only on the two bids in

hand, the total cost of exotics removal and replanting with native Florida vegetation would be

$21,000. To be conservative, I estimate the actual total will be $25,000. If the work is done over

two years, the annual cost would be $12,500 per year. And if county grants are received the

annual cost to LMA would be $6,250 per year. Since the property will be preserved as a natural

area, not a groomed park, ongoing maintenance costs will be very low.

 

ASSUMING COUNTY GRANT MONEY IS OBTAINED, THE COST OF PHASE TWO IS

ESTIMATED AT $6,250 PER YEAR FOR TWO YEARS, OR $8.90 PER HOUSEHOLD PER

YEAR. IF COMMUNITY DISCORD LEADS TO NO COUNTY GRANT MONEY BEING

FORTHCOMING, THE COST PER HOUSEHOLD WOULD DOUBLE TO $17.80 PER YEAR

FOR TWO YEARS.
